I got that from this page How satisfied are you with this reply? My guess based on the Nintendo support site is that the problem is due to the following statement note that If your router uses This setting will not work with the Nintendo DS.
Check your router's settings typically in the "Wireless" tab and make sure that it is set to "Auto," "Mixed," or something similar. Enter a unique password. Get closer to the WiFi hotspot — your 3DS may not be getting enough signal to connect. Double check the hotspot password you may want to delete the connection information for your current WiFi connection and reenter it.
I would say your best bet would be either pick up one of those USBs or find an Android phone to use as a hotspot. Next best thing would be tryna find a WEP router on eBay or, if you are able to, create a guest network on your current wifi with WEP security. Network administrators choose which WEP keys to use on a network. As part of the process of enabling WEP security, matching keys must be set on routers as well as each client device for them to communicate with each other over the Wi-Fi connection.
WEP Key is a security setting for your router. You will need to set your router for WEP security -- or remove security on your router -- to use the Nintendo DS at this access point. The WEP Key is usually found in the "security" tab of your wireless router settings. Once you know the WEP Key, you will need to enter it when prompted. In some cases, this may be all the manual information required.
Tap "Test Connection" at the top of the list of entries here to determine if your DS is able to make a connection. If so, you can skip the remaining settings and save your entries. You should see a dialogue box such as this:. Now test your connection. If this is successful, save your settings.
